Leadership Structure

Dr. Noel Woodroffe – Founder and Chairman

Dr. Woodroffe is the President of the Congress WBN Network and Senior Elder of Elijah Centre and Elijah Ministries International, headquartered in Trinidad.  Dr. Woodroffe lectured at the University of the West Indies (UWI), St. Augustine Campus from 1981 to 1984.

He instituted and developed the program for the UWI School of Continuing Studies‘ Sixth Form School. He also served as the first Director of the School from 1985 - 1990. Dr. Woodroffe is also the author of several books on Church Development and Leadership.

Cecile Taylor – Director NGC Trinidad

Mrs. Taylor is the Director of NorthGate College, Trinidad. Mrs. Taylor has over 30 years experience in the field of education and development. She holds a BSc in Mathematics from the University of Surrey, UK and a Diploma in Education, Educational Administration (Hons) from the University of the West Indies.

Mrs. Taylor is the Coordinator of the Professional Christian Educators Group (PCEG), headquartered in Trinidad and currently serves on an Education Sub-Committee of the Trinidad and Tobago Government’s Vision 2020 Initiative. This committee is charged with determining the specific strategies to be implemented in the educational system in order to transform Trinidad and Tobago into a fully developed society by 2020.
